broadband connection

sir,
I applied for broadband connection on 20.05.09 and deposited Rs.1500/- in the bsnl office,Balugaon,DIST - KHURDA,ORISSA.The officer is not giving connection stating that after underground cabbling only it is possible;whereas he had already given connection to our neighbour.
I am unable to avail the broadband facility due to the malafied intention of the local bsnl officer.Please,help me.
