utility of broadband for those in rural areas

I really doubt the utility of broadband for those in rural areas. When the vast majority of people do not have access to clean drinking water, sanitation or proper roads, is broadband really a priority? Is it the people in villages asking for it or is it again a case of the urban educated, who knows what’s best for them making the choice for them?
